Digital divide issue becomes problem in Developing Countries. Lack of Information Communication Technology infrastructure and high cost license software, make high cost to Internet users. Peoples become difficult to get global information. Finally, Developing country peoples are difficult to make progress in live and economy. The challenges above, make internal barriers to communities and personal to find business breakthroughs and business opportunities.
Based on Declaration World Summit on the Information Society, December 2003 at Jenewa and based on research of United Nation Conference on Trade Development (UNCTAD) in 2003, the Developing Countries were recommended to use Open Source Software ( OSS).

Your files lost, what should you do?

We always do any think every day, write down your concept on varieties formats, as Word, excel, Power Point, outlook, outlook Express, Hot mail, Yahoo, Netscape, Incredi Mail, database, Auto CAD, quick Books, Microsoft SQL, MYOB, and MPEG, AVI, Mp3. You usually use media, as hard drive, drive USB, ZIP disk, Compact Flash card, Smart Media or Sony Memory Sticks. What will you do? If you lost all works that you have done. Of course, your business stopped and you can not make decision, because all decision business in your files.
You can recovery all your data file by using recover software. The software can find the files that have been delete. Perhaps, you will give us argument how about the recycle been. Luckily, we can not find in recycle been. We only give you few tips solution. There are few steps,

1.Preparation
Please open tool “Menu start / all program/ Recover my files” A wizard will welcome you, to begin searching process. If you don't want to use the tool, throw away the check mark on” Show Wizard on start up”
Choosing “ Manual set option “ For setting the tool.
On “ Files Types”, you can establish the files that you want looking for.
On “ Tab Search “ You can establish files measurement.
On Tab “ Advanced”, part of “ Search level “ , choose “ Sector level Search”
For deeper search” And click “OK”

2. Filter files that you searched
Do searching process in order your work going smoothly, you should limit the process through feature “ Filter”. Click “ Filter” on the menu bar. Through filter window, you can make filter classification, based on file name, file date, file keyword. You only give check on check march column. Click “OK”

3.Establish search location
The third step, we invite you to begin searching process. Choose “Start search “ for come back to Wizard. And then click “ Complete search” for all searching process. Click “ Next” for following window. The coming window, you can establish search location, by making active one drive or folder. You can use the strategy, if you know the files location before. If you forget, please make active all.

4.beginning search process
You can click “ Next” after doing the third step above. Add format files that you are looking for. Remember! Many files that you choose, affect to the search processing. You can see result on “ Search Result”

5.Export list to file
After searching process over, please see data and information on “ Preview” and “ Event Log “ below. Save the files through “ Save Files “ on menu bar.
Click “ File / Export list to CSV file”
You can open the files, using EXELL.

6.Burning process
We sometime have big files that have success ed to recovery. We need big media to save for this condition. You can use CD or DVD, please see the process. Choose “ Recover / Save to CD or DVD. CD – RW or DVD RW ROM is automatically detected on “ Select Device” , and then click “ Start Burn” beginning burning process. The time of burning process depend on your CD capacity. Based on World Summit Information Society (WSIS) at Jenewa, followed by 150 countries and 12000 degelation world wide, declared that developing country and poor country should get target to be Global Information Society in 20015. The delegation sure, people that know much global information, get achieve Millennium Development Gold (MDG) target easily. Finally, economy improvement will be achieved.
Poor countries that has digital divide problem, quickest way to achieve the target, must find cheap network infrastructure. WIFI or wireless fidelity is solution to implement it. Information Communication and Technology is not belong men only, but all people. Prepare implementation of e Government at Sidoarjo Regency, ICT capacity building, begin to gender. Based on survey that has done by Electronic Data procession office at Sidoarjo Regency, not more than 20 %, women bureaucracy master ICT.
The head of Electronic Data Procession, Erny Setyawati decided to make program multi years for ICT capacity building. The training has been done almost three months, divided into seven classes. There are ten persons in one classes, one person uses one computer. Although the training for women bureaucracy only, but as matter of fact, men joined the training. Microsoft Word, Microsoft Excel and internet are content to learn in the training, but technology internet is the most interesting one.
Erny Setyawati and her crew that have responsibility to handle e Government implementation at Sidoarjo Regency, give e government overview and the purpose of women should learn ICT. Women bureaucracy took part in the training program, coming from many divisions, including 18 districts and village office.
The purpose of training, beside for e Government implementation preparation, also one of the strategies to develop women quality life, based on Beijing declaration in 1995.
Women should be empowered and improved their skill, knowledge and access to ICT.
