Personal armored vehicle combat What did the Armed Forces doing in their 64 Anniversary 2009 at Sidoarjo East Java Indonesia. They held exhibition to show the Sidoarjo people that Armed Forces had enough force to defend Indonesia country.Captain Infantry Gathut Setiyo Utomo as the Commander of District Military Command at Sidoarjo had an idea to held united exhibition, with Navy, Police, Army and Air Force. They hand in hand together to make people to be near with them. People tend to blame that Armed Forces are not strong enough to defend Indonesia country from others country attack, especially terrorist, bomb threatening and criminals attached

There are many Armed Forced equipment exhibited at the moment, as Armored vehicle, landing craft, bomb tame, and the Robot that be created for Bomb tame. There is special robot that had been used for Noordin M. Top caught operation at Temanggung Midle Java last August. The Regent of Sidoarjo Mr. Win Hendrarso had chance to get in Armored vehicle from Pendopo to exhibition area and saw aero modeling show at town square.Children were from junior up to senior high school so eager to visit stand by stand for getting information and saw Armed Forces equipment. Personal armored vehicle combat has been created by Pindad Factory at Malang Indonesia also shown at the exhibition.

They would be full responsibility, if they would be.3. To be Armed Forces is honorable profession, needing sacrifice, endurance and passion. If they would be Armed Forced some day, they would love their country with all their body and soul.

The largest gathering of world leader in the United Nation have decided final summit declaration in September of 2000. The 189 countries that have joined the declaration made specific agenda for reducing global poverty. The agenda listed in Millennium Development Goal.
One of the purpose that listed in Millennium Development Goal is promote gender equality and empower women. Indonesia government through women empowering Ministry try to gain Millennium Development agenda, following by all Regencies and Municipalities in Indonesia .

Sidoarjo as one of Regency in East Java Indonesia has dense populated almost 1.869.350. Women population higher than men population ( men 904.644 and women 964.706), has commitment, women must be empowered. The mindset must be changed from children to old women generations. The rural area that spread in 18 Districts, seem lack of infrastructure, telecommunication and far from town, make women is difficult to access information. Lack of information make women,
Lack of knowledge, because of this problem women have problem to educate their children at home.
They will be difficult to make progress in economy live.

Sidoarjo regency as the industry city that so near with East java capital city, Surabaya , created new innovation. Called Gender information mobile with few facilities as,
Internet access
Basic computer training
library
Audio visual
Puppet stage.
The information mobile will visit 356 rural area every year with complete facilities.
The Bank Tabungan Negara (BTN) as one of popular Bank in Indonesia would support two mobile information again with complete internet access in the end of December 2009. This become Social Company responsibility to support poverty people.
The purpose of mobile information can be explained like below,
The specific purpose for women,
Improve women intellectual
To avoid general thinking that mother do not need learning.
Improve women creativity so that finally women can improve their economy.
Give entertainment to women.
Change women view for their family future.

Electronic employers starting from collecting data base

The commitment of Government to their Employers, not only increase their salary,
giving health insurance and others facilities, but the Government employers
have to be loyal and give the best service to community as public service. Starting
to implement G to E or Government to Employers, based on electronic Government,
must be many challenges. The third party of Government begins to collect the
employers finger tips, electronic photo and correction the last Employers data
base. The Government will create electronic identity card for all employers
in Indonesia so that the card can be used multifunction. The Government hope,
the electronic card can be used, for getting salary from ATM. Getting health
insurance, debit card or saving card. Ideally, the Employers identity card can
be used for population identity also. So the Government not publish population
identity card any more.

The implementation of e Government may do step by step, because of hard challenges,
as lack of human recourses, infrastructure, culture and mindset.

Sunset Policy for Small Medium Enterprise

Crisis financial Global not only effects to United States and Europe, but also
effects to Small Medium Enterprise and Big Companies at East Java Indonesia.
The prediction said that many factories would be collapse and stopped their
employers working next year. Small Medium Enterprises are proved that they are
strong enough to face crisis economy in Indonesia, include crisis economy global.
The Government is sure that Small Medium Enterprises can struggle and save from
crisis economy global. The East Java Government breakthrough for Small
Medium Enterprise
in 2008, besides giving soft loan capital, has Sunset
Policy. The purpose of Sunset Policy, give opportunity to entrepreneurs
and individual, not paying administration tax.

The policy only gives in this year for East Java people.

The tax obligators must have Tax Identity that called NPWP in order to get free
Administration tax. To get NPWP is very easy, because people can register on

The opportunity will be end on December 31, 2008 (at 12.00 at night)

The employers of Tax Unit campaign to as Small Medium Enterprise, government
employers and community. The people have to help government to success this
program, because tax is important income for Government.

The Government builds infrastructure, health service, education service and

The Small Medium Enterprises have positive respond to this program, because
decrease their burden in crisis economy global condition.

Government of Indonesia called investors to decrease digital divide

Government of Indonesia through Communication and Information Technology Ministry called Investors to decrease Digital Divide. Indonesia that have millions islands, unique cultures
and varieties languages has Digital Divide problem. Remote islands have difficulties
to communicate and lack information, so that the improvement of human resources
is far from not remote islands. To break the problems, Communication and Information
Technology Ministry launched Ring program. The purposes of the program, called
investor to improve Telecommunication in remote islands. The responsive investors
start to build many BTS (Base transceiver station) in remote village so that
communication can run well. Few advantages can be taken By people from remote
island,

1. People can communicate well with others improved islands.

2. Create new entrepreneurs, especiall in phone cellular business, Internet café business.

3. Improved trade, Small Medium Enterprise can sell their products through well
communication.

4. Easy getting information.

5. The good infrastructure of BTS gives opportunity to access Internet so that
people can get information globally.

Surabaya dream to be Cyber City in East java Indonesia
Surabaya as capital city of East Java Indonesia has full of varieties problems to face,
beginning, rubbish, environment, traffic jam to footstall problems.

Surabaya that so popular as Hero city, through 715 years anniversary, trying
to make a new innovation through Information Technology to manage government.

The advantages to use WIFI for efficiency

Using Internet technology is expensive in developing country and poor country. The causes are varieties, beside lack of network infrastructure, expensive hardware and software, although software is developed to open source now days. Based on World Summit Information Society (WSIS) at Jenewa, followed by 150 countries and 12000 degelation world wide, declared that developing country and poor country should get target to be Global Information Society in 20015. The delegation sure, people that know much global information, get achieve Millennium Development Gold (MDG) target easily. Finally, economy improvement will be achieved.
Poor countries that has digital divide problem, quickest way to achieve the target, must find cheap network infrastructure. WIFI or wireless fidelity is solution to implement it. Indonesia, as one of developing country at south east Asia is successful to implement it. We are sure, the infrastructure obstacles are difference between one country and others. Gender is the first priority for ICT human resource
At Sidoarjo regency

Information Communication and Technology is not belong men only, but all people. Prepare implementation of e Government at Sidoarjo Regency, ICT capacity building, begin to gender. Based on survey that has done by Electronic Data procession office at Sidoarjo Regency, not more than 20 %, women bureaucracy master ICT.
The head of Electronic Data Procession, Erny Setyawati decided to make program multi years for ICT capacity building. The training has been done almost three months, divided into seven classes. There are ten persons in one classes, one person uses one computer. Although the training for women bureaucracy only, but as matter of fact, men joined the training. Microsoft Word, Microsoft Excel and internet are content to learn in the training, but technology internet is the most interesting one.
Erny Setyawati and her crew that have responsibility to handle e Government implementation at Sidoarjo Regency, give e government overview and the purpose of women should learn ICT. Women bureaucracy took part in the training program, coming from many divisions, including 18 districts and village office.
The purpose of training, beside for e Government implementation preparation, also one of the strategies to develop women quality life, based on Beijing declaration in 1995.
Women should be empowered and improved their skill, knowledge and access to IC

Community Cyber Media begin at East Java Province

East Java Province is one of Province at Indonesia that so popular with Madura culture, ready to develop Community Cyber Media. East Java Province that has capital city at Surabaya, help State Government of Indonesia to overcome digital divide problem. Indonesia Telecommunication Company limited, as the biggest Telecommunication at Indonesia, through social company program, success developing 800 hot spot internet access at East Java. The hotspot internet access is free for people to access internet at open yard and few strategies places. Although the users of internet access through hotspot not give significant improvement, except at big city, as Malang City and Surabaya city, but the governor of East Java tries new improvement, Community Cyber Media.

The using of Hot Spot to decrease digital divide for G to C implementation

The improvement of Information Technology and communication make Regency and Municipality at Indonesia, tend to build ICT infrastructure and website. Almost 95 % of Regency and Municipality have their own site, few of them have been interactive, and the others only give information. The Government regulation from Department of information and communication (President Instruction Number 3, 2003) said that the first step to build E Government, the Regency and Municipality at Indonesia should improve their own site.
The Indonesia Government that still has digital divide problem, lack of infrastructure, high cost internet connection, beside mindset of people of Indonesia not internet minded.
There are many Regency and Municipality, like Malang Municipality, Surabaya Municipality, Kebumen Regency, Tarakan Municipality and KutaiTarumanegara Regency try to make breakthrough by giving internet connection free to people.
They use Hot Spot or wireless network so that decrease high cost infrastructure.
The people can access to internet connection freely at open area that have radius from hot spot location. Generally, the Regency and Municipality build the internet connection at open area near to government office, so that the people of middle class can use the facility freely. However, the East Java province joint venture with National Planning Department have made breakthrough by improving Telecenter at village that so far from town.
We appreciate for all the Regency and Municipality have done, but we should face the reality that the price of desktop computer or laptop is still expensive. The people are hard to go to free access at the open area, because of not having laptop. The area is opened without facility, so that people are lazy to go there, nice to go to internet café with 3000 until 4000 rupiah. The others problem, the bureaucracy mindset have not changed yet, not all of them can use computer although only users. So, what is the solution? Perhaps the solution just like below;

1. The Regency and Municipality have many Districts in their area. We can build hot spot for internet connection freely at the District that spread around near area. The Districts Government give few laptop to be used freely by people.

2. The Municipality and Regency improve the quality site content, especially for public services, transparency and give the opportunity to people to participate in making public decision.

3. Give opportunity to third party to build ICT infrastructure through transparency of tender.

4. Improve District bureaucracy mindset in using ICT so that can give balance information to their people.

5. Campaign ICT function to people regularly.

6. The state Government through Department of Communication and Information and Province Government to create regulations that motivate Regency and Municipality in order to participate to improve ICT for people.

7. Campaign to investors in order to participate to improve ICT at village.

8. Decrease the high cost of internet access.

Public Library gets many visitors becaus of ICT

The growing of Public Library visitor goes significant because of Information Communication Telecommunication implementation. The innovation to implement ICT came when the World Bank give chance to Sidoarjo regency to participate competition to get founding. Sidoarjo regency become the winner and get the founding and improve the ICT infrastructure.
The Sidoarjo regency with 1.500 more population grow to industry regency because of many big factories and Small Medium entrepreneur. The entrepreneurs and students are so familiar with internet technology although the digital divide still becomes important obstacle. Growing of student mindset and international schools make Sidoarjo Regency need internet café and public education, especially ICT.
Realizing that Public Library become education center of Sidoarjo , so the Regent decided to make internet café and Library public service support by ICT.
The Public Library that visited almost 250 visitors a day should repair the service, because the service is essential for customer’s satisfaction. With the World Bank founding, the Sidoarjo Public Library can give services,

1. The customers can find variety of books by computer system, without manual catalog that difficult to find.

2. The customers that majority are students, almost 60 % women have chance to learn many literature, language, mathematic and science through VCD and DVD and computer interactive.

3. Internet café with low cost price than others internet cafes at Sidoarjo.
Have opportunity to learn ICT and to choose the program with talent instructors. All free without cost.

4. Give service quickest than before, because of ICT implementation, like use barcode tool, member card, find the books rapidly.

5. The future, the ICT implementation must improve to service on line, like to order some books from internet connection so that people freely from cost of transport, just to borrow some books.

6. There is a facility to learn English that grow to community that called Delta English Club. The club progressive to make program and invite native speaker to practice English.

7. There are almost 20.000 collection book and grow to bigger.

Although the Public Library grow to excellent service, but still need donator to come in order to support some books and ICT infrastructure, because the Public Library is center of education service that give service without paying.

Sidoarjo regency is small regency not far from Capital city Surabaya. Sidoarjo is popular with shrimp and milk fish symbol has many problems now, especially hot volcano mud that prediction never stops until 30 years. Although facing hard problems but the Government still have commitment to improve public service.
Based on government program that bureaucracy should improve the public service, the Sidoarjo bureaucracy begins using Information Communication Technology as tool to support public services. They begin with simple way. Realized that public is important role to control government policy, the regent of Sidoarjo ,Win Hendrarso decided to create Public Complain Center.
Win hendrarso is sure that through Public Complain Center, public can give aspirations, complains without barriers, so that two ways communication can build good governance. Beginning February 2004, the public can communicate with the government through email, fax, telephone, guestbook, PO Box and filling form that available at Public Complain Center secretariat at Sultan Agung street Sidoarjo ( in front of Communication and information division belong to Sidoarjo regency. The Sidoarjo regency also have gate away known as e Government by visiting

We do not care the lack of infrastructure, human resources and mindset has not changed yet, we should do some thing although only small steps.

E Government grows rapidly after the state government launched the President instruction number 3, 2003 about the e Government regulation. The regulation helps the Regency and municipality pursue their dream to implement e Government.
Generally, the regency and municipality implement Information Communication Technology for public services supporting, because the Government has tree function, Government to citizen (G to C ), Government to Business (G to B ) and Government to Government (G to G). The main function as Public Services, the East Java Province has becoming pilot project for public services at Indonesia since 2005. Based of the reasons above, Regency and municipality at East Java eager to use ICT to support public services. The Samsat office is example for implementation of e Government.
Car and motorcycle taxis are become the best support for incoming at East java Indonesia. They create how to make easy to customers for paying taxis. The Samsat or Sistim Pelayanan Satu Atap ( One roof public services system office) that joint venture between Dinas Pendapatan Propinsi Jawa Timur and Police institution.
The Samsat office that gives services to people live at Surabaya, Sidoarjo, Gresik and Mojokerto make people easy to pay taxis without care where they pay. They give services by drive thru system. They use the big bus to give services to people with ICT supporting that on line to main offices. Therefore, the customers just give identity cards (KTP) and motorcycle or car identity (STNK) for paying taxis. It only takes a few minutes to process.
The customers just wait for a few minute in the car and go away without difficulties.

The eagerness to implement e Government for public service at Samsat, can help improving public services at government.
Although e Government implements step by step, but the reality can help to make easy government services, transparency and cut bureaucracy.
