The improvement of Information Communication Technology (ICT) is very fast now days, especially Internet. People can use Internet whenever they wish, 24 hours a day, seven days a week without stopping. People around the world enjoy using Internet, including people in Indonesia . We can access a lot of information and data from Internet. People can learn and find every think easily from search engine, as Google, MSN, yahoo and others. But people in Indonesia are not as lucky as others people in the world. Indonesia has Digital Divide problem, especially for rural people, because of lack infrastructure, high cost internet access and human resources problem.
Town people with enough education can access information easily compare with rural people with limited education, so that impact to economy improvement in their life. Town people tend to have better economy than rural people.
Indonesia Government is sure that Information Communication Technology(ICT) can help their people from poverty and gain better economy. The Government said that people can improve their talent and skill through getting much information and access many opportunities.
The Indonesia Government has been creating Master Plan and doing every think for recovery the Digital Divide problem, as building and improving Palapa Ring, making regulation, decrease cost Internet access through policy, Ringing Village, Internet go to village, Internet go to School, Sub District on line program and Government e services.
Although the user of Internet in Indonesia have not been booming yet, but it must improve for the future. See the data of the Internet user in Indonesia , 25 millions ( 10,5 % population ), with dominant user from teenager ( age between 15 – 19 years old ). They always use services as, email 59 %, search networking 58 %, source from Department of Communication and Information Indonesia )
Indonesia dreaming to build and improving Cyber City , have to solve the Digital Divide problem. Solving the problem is not only search engine 56 %, news on line 49 %, blog 36 %, on line game 35 %. ( Data Government responsibility only, but the private sector and stage holders participation is important also. The Regencies and Municipality also take a part in this problem, as creating mobile car with Internet facility visits rural village, building ICT with people participation, free hot spot, Telecenter in rural village and others.
Government is sure through many breakthrough can make rural people getting education, skill and talent.
Others business sectors that can help to overcome this problem is Internet Café. Internet Café is improvement business for internet access business for people. The business usually build in town, near to campus, school and others facility business. New beginners in internet Café business are afraid to build the business in rural area, cause of lack infrastructure and lack of customers, but there are few considerations that the new beginners must not be afraid to start the Internet café business in rural area,
There are Pre Elementary school , Elementary school, Junior high school and Senior high School had been built by Government and Private sector. They need a lot of content from Internet for their study, including their Teachers. They are new potential customers.
The implementation of e Government tend to be better. There are many public services to implement on line, as Public Complain on line, Identity card register on line, License business register on line and others e government services.
The improvement of Industry Center for Small Medium Enterprises in rural area. They begin to know how to make promotion on the net.
The new Internet Café business, better combine with others similar business, printer services, typing computer services, training computer, and photo copy. To avoid failure business when the Internet Customers seldom come.
Give free training to people in order to get the new customers. Impossible the people come to Internet Café without knowing what the Internet is ? Trying to work together with Sub District Government or Women organization for free training. They are potential customers future.
Join the Internet Business Cafe Association in your area. Give suggestion to Association in order to work together with Government. So Government can campaign to people about the advantage and un advantage using internet.
Knowing culture in the village is better than nothing. Try to make commitment, not give porno video service and block all porno sites in order to make good image to rural people. Creating the good image that Internet can change their quality of life.
What is the link between Internet Café and Cyber City ? As if there is no link at all, but the entrepreneur of Internet café as private sector have much contribution for people around the Internet café, to change and improve the quality of people live, as talent, skill, human resource.

Small Medium Enterprises  have important role to support economy in Global Financial crisis in Indonesia.
Their economy is stabile, although macro economy is not stabile, followed by
big company collapse and jobless employers. Because of the big role for economy
progressing in Indonesia, The Asia Pacific Cisco System is interested in making
Information Communication Technology education to Small Medium Enterprise. The
USAID invested 25 millions dollars to support the program. They will use ICT
for communication business support and marketing strategies. Crisis economy
global makes demand decrease almost 50 %. Through ICT, expect will enlarge their
knowledge and marketing strategies.


100 students from difference Universities in Indonesia will take part to educate
them. The 100 student will be trained before implementing this program. They
should create innovation and analysis road map how to make progress Small Medium
Enterprise by using ICT.

We give few opinions that optimize SME to use ICT for business, have to face
many challenges and have to implement step by step. We should have strategies
to educate them. The strategies like below,

1.Almost 50 % Small Medium Enterprise never operate computer as tool for business.
We have to educate them with simple methods and simple language, because Indonesia
computer use English language.

2.Do not make them afraid, give enjoy moment when we are teaching them.

3.Give Internet overview to open learning so that can motivate them to learn
Computer.

4.Give motivation that learning Internet Technology can help them to market
their products globally.

5.Give information, varieties communication can be used through Internet, as
chatting, email and create blog and how to post information to the blog.

6.Give motivation to them in order to up date their blog. And last but not least,
give them few Internet Marketing strategies.

7.Give them information that marketing products or business on the net must
face competitors as promotion off line so that they do not feel desperate when
failed.

Electronic employers starting from collecting data base

The commitment of Government to their Employers, not only increase their salary,
giving health insurance and others facilities, but the Government employers
have to be loyal and give the best service to community as public service. Starting
to implement G to E or Government to Employers, based on electronic Government,
must be many challenges. The third party of Government begins to collect the
employers finger tips, electronic photo and correction the last Employers data
base. The Government will create electronic identity card for all employers
in Indonesia so that the card can be used multifunction. The Government hope,
the electronic card can be used, for getting salary from ATM. Getting health
insurance, debit card or saving card. Ideally, the Employers identity card can
be used for population identity also. So the Government not publish population
identity card any more.

The implementation of e Government may do step by step, because of hard challenges,
as lack of human recourses, infrastructure, culture and mindset.

Crisis financial Global not only effects to United States and Europe, but also
effects to Small Medium Enterprise and Big Companies at East Java Indonesia.
The prediction said that many factories would be collapse and stopped their
employers working next year. Small Medium Enterprises are proved that they are
strong enough to face crisis economy in Indonesia, include crisis economy global.
The Government is sure that Small Medium Enterprises can struggle and save from
crisis economy global. The East Java Government breakthrough for Small
Medium Enterprise in 2008, besides giving soft loan capital, has Sunset
Policy. The purpose of Sunset Policy, give opportunity to entrepreneurs
and individual, not paying administration tax.

The policy only gives in this year for East Java people.

The tax obligators must have Tax Identity that called NPWP in order to get free
Administration tax. To get NPWP is very easy, because people can register on
line, called e Registration, http://www.pajak.go.id

The opportunity will be end on December 31, 2008 (at 12.00 at night)

The employers of Tax Unit campaign to as Small Medium Enterprise, government
employers and community. The people have to help government to success this
program, because tax is important income for Government.

Government of Indonesia called investors to decrease digital divide

Government of Indonesia through Communication and Information Technology Ministry called Investors to decrease Digital Divide. Indonesia that have millions islands, unique cultures
and varieties languages has Digital Divide problem. Remote islands have difficulties
to communicate and lack information, so that the improvement of human resources
is far from not remote islands. To break the problems, Communication and Information
Technology Ministry launched Ring program. The purposes of the program, called
investor to improve Telecommunication in remote islands. The responsive investors
start to build many BTS (Base transceiver station) in remote village so that
communication can run well. Few advantages can be taken By people from remote
island,

1. People can communicate well with others improved islands.

2. Create new entrepreneurs, especiall in phone cellular business, Internet café business.

3. Improved trade, Small Medium Enterprise can sell their products through well
communication.

4. Easy getting information.

5. The good infrastructure of BTS gives opportunity to access Internet so that
people can get information globally.

 

Welcome Windows 7, seventh heaven for Microsoft

Microsoft tries to make new innovation after launching Windows Vista, although
the innovation will launch in 2010, but few issues is heard through Internet.
The innovation of Windows 7 was created when Bill Gates retired from Microsoft
big company last June 30, 2008. Bill Gates will take responsibility in management,
not responsibility in operational. The retiring of Bill Gates as founder and
visionary leader is not right time when Microsoft is struggling to face a lot
of competitors.

Based on Microsoft commitment, Windows Vista must implement until 2010, although
the users complain about the product, because of needing much power to operate
it.

Windows 7 will finish in 2010 after trying and error, and expect more responsive
than Windows Vista. Through Internet information, we find many issues that we
can make conclusion like below,

1.Windows 7 will give facilities as, report mechanism so that developer can
send their experiences, order and bug to Microsoft.

2.PC in Windows 7 will connect to workgroups and network when installation is
processing.

3.You will see interesting “Windows meeting Space” when you are
starting Menu, after installation process.

4.We can share document and folder with peer to peer on the net.

5.Users can share photo, music and file with others users after setting.

6.To use all services above, users must register without Windows Live ID.

7.Users can manage desktop, windows size, font and background desktop.

8.Users can use new facility “ Windows Health Center” Summary of

Government of China had brilliant idea to prevent global information when Beijing
Olympiad happened on 2008. The china regime tried to prevent all Internet activities.
They used system, called great wall to look at all information in and out. The
concept is so simple. They thought that all activities in real live and business on line
would happen in internet activities.

The great wall that had been built since 500 centuries ago, to prevent from Mongolia
attacked. Now they build virtual wall, to prevent from global information.

These are genius system that could prevent information all time. People around
the world would be desperate when they typed keywords of Taiwan or Tibet in search
engine, directly answers” your connection is interrupted “. There
were 30.000 internet polices to block internet activities all time.

How the China Government did it. Foreign companies, as Cisco system took part
to support all networking. Example router would clarify all IP address. Cisco
Company said that all of their infrastructure would block and limit Internet access.
The infrastructure could be used to limit for domain address and site pages.

The computer of China would sensor to all search queries and changed to domain
that appropriate with China Government regulation.

The Internet users still could access information, but ten minutes later would
be blocked by China Government.

To success the programs, Government of China joined venture with Yahoo, Google
and Microsoft.

Yahoo, Google, and Microsoft followed the regulations, because they were sure
that local regulation prohibited the information.

The China Government idea should be followed by others Developing Countries
that struggling to overcome pornography information.
