Broadband Subscriptions Continue to Rise Worldwide

The number of subscribers to broadband services increased by 26 percent in year-over-year growth from December '05 to December '06. The growth rate describes the subscriber base in the 30 countries tracked by the Organization for Economic Co-operation and Development (OECD).
A 26 percent increase brings total broadband subscribers to 197 million at the close of 2006, up from 157 million the previous year. Per capita, broadband reaches 16.9 subscribers per 100 inhabitants, an increase from 15.5 subscribers per 100 inhabitants reported midyear and 13.5 per 100 in 2005. Broadband penetration exceeds 30 subscribers per 100 inhabitants in Denmark and the Netherlands and 26 subscribers for every 100 people in Iceland, Korea, Switzerland, Finland, Norway, and Sweden.
Countries adding at least 5.8 subscribers per 100 citizens include Denmark, the Netherlands, New Zealand, and Ireland, which accounted for the strongest per-capita subscriber growth over last year.
The U.S. maintains the largest total number of broadband subscribers among countries tracked by OECD, with 29 percent of all broadband connections. U.S. broadband subscribers reached 58.1 million in December. Canada leads the G7 group of industrialized countries in broadband penetration.
Broadband technologies include DSL (62 percent); cable modem (29 percent); FTTH (define) and fiber-to-the-building (FTTB) (7 percent); and other technologies, including satellite, fixed wireless, and power-line communications (2 percent). Cable is the predominant broadband delivery method in the U.S. and Canada, though DSL takes the lead in 28 of the 30 countries. Fiber technology adoption is on the rise in Korea and Japan. Japan leads in fiber connections with 7.9 million FTTH subscribers.
OECD counts a broadband connection as a data line with a download speed equal to or greater than 256 kilobits per second. Population data used to calculate per capita figures typically come from the previous year.

Russia, India and China to Lead Internet Growth Through 2011

There
will be 1.5 billion people with Internet access in 2011, with the biggest growth
in the online population occurring in Brazil, Russia, India and China, according
to a new report. In its "Worldwide Online Population Forecast, 2006 to 2011,"
JupiterResearch anticipates that a 38 percent increase in the number of people
with online access will mean that, by 2011, 22 percent of the Earth's population
will surf the Internet regularly. JupiterResearch says the worldwide online
population will increase at a compound annual growth rate of 6.6 percent during
the next five years, far outpacing the 1.1 percent compound annual growth rate
for the planet's population as a whole. The report says 1.1 billion people currently
enjoy regular access to the Web. North America will remain on top in terms of
the number of people with online access. According to JupiterResearch, online
penetration rates on the continent will increase from the current 70 percent
of the overall North American population to 76 percent by 2011. However, Internet
adoption has "matured," and its adoption pace has slowed, in more developed
countries including the United States, Canada, Japan and much of Western Europe,
notes the report. As the online population of the United States and Canada grows
by about only 3 percent, explosive adoption rates in China and India will take
place, says JupiterResearch. The report says China should reach an online penetration
rate of 17 percent by 2011 and India should hit 7 percent during the same time
frame. This growth is directly related to infrastructure development and increased
consumer purchasing power, notes JupiterResearch. By 2011, Asians will make
up about 42 percent of the world's population with regular Internet access,
5 percent more than today, says the study. Penetration levels similar to North
America's are found in Scandinavia and bigger Western European nations such
as England and Germany, but JupiterResearch says a number of Central Europe
countries "are relative Internet laggards." Brazil "with its soaring economy,"
is predicted by JupiterResearch to experience a 9 percent compound annual growth
rate, the fastest in Latin America, but China and India are likely to do the
most to boost the world's online penetration in the near future. For the study,
JupiterResearch defined "online users" as people who regularly access the Internet
by "dedicated Internet access" devices. Those devices do not include cell phones.

The improvement of Information Technology and communication make Regency and Municipality at Indonesia, tend to build ICT infrastructure and website. Almost 95 % of Regency and Municipality have their own site, few of them have been interactive, and the others only give information. The Government regulation from Department of information and communication (President Instruction Number 3, 2003) said that the first step to build E Government, the Regency and Municipality at Indonesia should improve their own site.
The Indonesia Government that still has digital divide problem, lack of infrastructure, high cost internet connection, beside mindset of people of Indonesia not internet minded.
There are many Regency and Municipality, like Malang Municipality, Surabaya Municipality, Kebumen Regency, Tarakan Municipality and KutaiTarumanegara Regency try to make breakthrough by giving internet connection free to people.
They use Hot Spot or wireless network so that decrease high cost infrastructure.
The people can access to internet connection freely at open area that have radius from hot spot location. Generally, the Regency and Municipality build the internet connection at open area near to government office, so that the people of middle class can use the facility freely. However, the East Java province joint venture with National Planning Department have made breakthrough by improving Telecenter at village that so far from town.
We appreciate for all the Regency and Municipality have done, but we should face the reality that the price of desktop computer or laptop is still expensive. The people are hard to go to free access at the open area, because of not having laptop. The area is opened without facility, so that people are lazy to go there, nice to go to internet café with 3000 until 4000 rupiah. The others problem, the bureaucracy mindset have not changed yet, not all of them can use computer although only users. So, what is the solution? Perhaps the solution just like below;
1. The Regency and Municipality have many Districts in their area. We can build hot spot for internet connection freely at the District that spread around near area. The Districts Government give few laptop to be used freely by people.
2. The Municipality and Regency improve the quality site content, especially for public services, transparency and give the opportunity to people to participate in making public decision.
3. Give opportunity to third party to build ICT infrastructure through transparency of tender.
4. Improve District bureaucracy mindset in using ICT so that can give balance information to their people.
5. Campaign ICT function to people regularly.
6. The state Government through Department of Communication and Information and Province Government to create regulations that motivate Regency and Municipality in order to participate to improve ICT for people.
7. Campaign to investors in order to participate to improve ICT at village.
8. Decrease the high cost of internet access.

We use hot spot for communication on e Government implementation more effective and cheaper than others communication now. We should communicate G to G (Government to Government), G to B (Government to Business) and G to C
(Government to citizen), however few Regencies and Municipalities try to improve G to P (Government to People) and G to E (Government to employer), like Jembrana regency at Bali Province. The improvement of networking technology makes government communication more efficient. The Hot Spot or technology wireless can communicate with infrastructure, laptop, computer, server and printer. Hot spot can be related to WIFI (wireless fidelity). The wireless technology use 2,4 GHZ frequency that freely to use it at Indonesia. The frequency can be used by private network at company or organization, public network for non commercial purpose, such as education, health services.
The specifically, hot spot is so efficient for e government implementation because,
1. Easy to access
We can access to network for specific area that hot spot placed although we are out of office. This is so effective, if the hot spot area wider so that the employers that live around the office can still work although they stay at home.
2. Efficient, cheaper and easy
To compare to do cable communication is more complicated than hot spot. We use Hot spot technology, not care about complicated cable and to arrange cable, because hot spot is easy to place. Wireless is neatly also.

Implementation of Electronic Government can not be avoided from building communication infrastructure. Based on fact that many regencies and municipality at Indonesia have not on roof yet. We should be wiser to choose technology for infrastructure, efficient and low cost for operational is the best choosing. The improvement of internet technology can help to build communication with low cost. We can be avoided from beat price, because the cost of beat is so expensive at Indonesia. Public Library gets many visitors becaus of ICT

The growing of Public Library visitor goes significant because of Information Communication Telecommunication implementation. The innovation to implement ICT came when the World Bank give chance to Sidoarjo regency to participate competition to get founding. Sidoarjo regency become the winner and get the founding and improve the ICT infrastructure.
The Sidoarjo regency with 1.500 more population grow to industry regency because of many big factories and Small Medium entrepreneur. The entrepreneurs and students are so familiar with internet technology although the digital divide still becomes important obstacle. Growing of student mindset and international schools make Sidoarjo Regency need internet café and public education, especially ICT.
Realizing that Public Library become education center of Sidoarjo , so the Regent decided to make internet café and Library public service support by ICT.
The Public Library that visited almost 250 visitors a day should repair the service, because the service is essential for customer’s satisfaction. With the World Bank founding, the Sidoarjo Public Library can give services,
1. The customers can find variety of books by computer system, without manual catalog that difficult to find.
2. The customers that majority are students, almost 60 % women have chance to learn many literature, language, mathematic and science through VCD and DVD and computer interactive.
3. Internet café with low cost price than others internet cafes at Sidoarjo.
Have opportunity to learn ICT and to choose the program with talent instructors. All free without cost.
4. Give service quickest than before, because of ICT implementation, like use barcode tool, member card, find the books rapidly.
5. The future, the ICT implementation must improve to service on line, like to order some books from internet connection so that people freely from cost of transport, just to borrow some books.
6. There is a facility to learn English that grow to community that called Delta English Club. The club progressive to make program and invite native speaker to practice English.
7. There are almost 20.000 collection book and grow to bigger.
Although the Public Library grow to excellent service, but still need donator to come in order to support some books and ICT infrastructure, because the Public Library is center of education service that give service without paying.

Sidoarjo regency is small regency not far from Capital city Surabaya. Sidoarjo is popular with shrimp and milk fish symbol has many problems now, especially hot volcano mud that prediction never stops until 30 years. Although facing hard problems but the Government still have commitment to improve public service.
Based on government program that bureaucracy should improve the public service, the Sidoarjo bureaucracy begins using Information Communication Technology as tool to support public services. They begin with simple way. Realized that public is important role to control government policy, the regent of Sidoarjo ,Win Hendrarso decided to create Public Complain Center.
Win hendrarso is sure that through Public Complain Center, public can give aspirations, complains without barriers, so that two ways communication can build good governance. Beginning February 2004, the public can communicate with the government through email, fax, telephone, guestbook, PO Box and filling form that available at Public Complain Center secretariat at Sultan Agung street Sidoarjo ( in front of Communication and information division belong to Sidoarjo regency. The Sidoarjo regency also have gate away known as e Government by visiting http://www.sidoarjokab.go.id/ Based on the definition from world Bank that e government is refers to the use by government agencies of information technologies (such as wide area networks, the internet, and mobile computing) that have the ability to transform relations with citizens, businesses, and other arms of government. Based on definition above, the Sidoarjo regency should improve e Government step by step appropriate with the definition. The implementation e Government is difficult to do, but the Regent try it. We do not care the lack of infrastructure, human resources and mindset has not changed yet, we should do some thing although only small steps.
